leveling a br rifle

I have my barrel action in my BR stock, nest step is to bed it. I have it is aluminum block contact points are at the screw locations only the block is epoxied in the stock., question I have IS I have a level set on the bench it, with bubble set perfect I rest my front forend on it, with my one pc rail type scope mount, mounted on the action, when I put a level on the rail it shows that I have to shim the right side of the forend about .040 to put the bubble in the center of the level on the scope rail. If have to I can set the stock up in the mill and remove .040 of the one side till it cleans up. am I doing something that means nothing, is it crucial.

IMO you can use any geometry for 100-200-300 Bench Rest but for long range scope dialing like egg shoots, sniper competitions, varminting........... anywhere that you need tracking and repeatability, you must your scope directly above the bore. And install a level so that you shoot with no cant.

If I understand you right, you have the action bolted in with a scope base/rail on. You set the stock forend on a level, and the rail is not in sinc with the forend. Sounds like the bedding block isn't in sinc with the forend. If you bought it that way, I would send it back.
