kleinguenther gunsmith needed

Any of you gunsmith ever work on one or have any advice with this problem?
Short story,friend had Tip Burns rebarrel his(Tip did a very good job)anyhow shortly after receiving the rifle the bolt comes uncocked when extracting/ejecting a round,only way to get the bolt back in action is to hand turn the bolt shroud back to the cocked position then it will stay cocked and fire,but repeats same problem when opened.He had Tip look at it,and he said it can't be fixed,and they all do it over time and use?Not sure about this,but know Tip has done work for Kleinguenther before it sold,any help or advice is greatly appreciated.
