Intent of new Williamsport rules?

As I read the interpretation of the rule changes recently voted on, attachements are now allowed on the 17# and Heavy rifle barrels. Specifically, I'm thinking about tubes as in tension barrel rifles and tuners attached to the muzzle of the barrels.
Are these definately legal, now, along with brakes on everything?

Yes you are correct, But make sure it only weighs 17#! The attachement rule made our rules committee crazy last year with all the different ideas that were presented for them to rule on.

And the thing I like telling everyone is make sure you weigh your gun in our club house[ before you shoot it] the scale is always on. Saves on a lot of crying.
