Is the now available IMR 8208 XBR powder the same as 8208 Thunderbird that I have read about? Was Thunderbird made by IMR?
 
No, the XBR is completely different. The T 8208 was made by Dupont and used to load M16 rounds back in the 60's until the "esteemed" Robert McNamara decided to change to a ball powder. Thunderbird Powder Company bought the surplus powder and sold it as T-8208 or T-32 (1 selected lots was chosen as a BR powder and called T-32 by Walt Berger). James Mock

Imr8208XBR is a powder made by ADI in Australia forn308 sniper loads. It is leftovers from those projects. So far there have been at least 6 lots, all different from each other. This lot to lot variance is common on 98%' of today's powders of almost all brands. Modern powder manufacturers use wood pulp as their cellulose source. One batch may be made from White Pine from West Virginia. The next batch made from a chipper mill chipping road clearance brush. To make gunpowder reasonably consistent they must use cotton and that is more expensive than wood chippings.
