I figured this would be the best place for it, can you lap a chrome-lined barrel??

You can probably lap it but I think all you would accomplish is to remove some of the plating and it would require quite a bit of lapping to do that.

I don't know of any precision barrels that are chrome lined ???
 
Had a bit of experience with chrome lined barrels in the military and I can't see that hand laping would gain much unless it is a very rough barrel.
Normal shooting and good cleaning would do the same.
