Hard to chamber

My neighbor has a Winchester Model 70 .223 WSSM. Its hard to chamber a round.Could the barrel liner possibly have moved and cause this problem?

It possible has a chamber that has tight headpsace .

Is it factory ammo ?

Are they reloads ?

Brass shot out of another gun and reloaded ?

I am assuming it is when you close the bolt that it is tight ? Not when feeding from breech ?

From what I have read winchester put a chrome liner in this gun barrel.

It may have been chrome plated "chrome lined " but it will not have a seperate chrome liner .

If its chrome lined dont touch it with any tooling
