If it was a brand new Kreiger, Bartlein, Hart or Shilen the only way you could really find out if it was a good barrel would be to chamber and shoot it.
When push comes to shove it is the same with your barrel, there is really only one way to find out if it is any good. Arguably a bore scope in the hands of an experienced user will give you some indication but in the final analysis even that only gives you a ballpark idea.
