frozen scope question??

Who is doing this on Leupold competition scopes? Also how do I contact them about getting it done? How do I go about getting the Buckys external adjusting base? Who else makes a quality external base for a frozen scope? I am wanting to try this out and am having trouble finding info on where and who does these modifications and sells the bases. I prefer a base and not a ring adjustment since I have this dislike for adjusting on the tube of the scope. However I do know a lot of people do it very successfully and it is just one of my hangups. Thanks and I appreciate all the help I can get.
 
I have a LCS40 frozen by Bob Brackney and in his mount. The rear mount does work on the scope body, but I see no problems there. I bought the scope and mount second hand and have no idea how to contact Bob Brackney. Although at one time last year I did call him, but alas I don't have his number anymore. I am sure someone does.
