First timers question

Hello Gentlemen,
I've been shooting benchrest competition for about a year at my local club. I've got a 541X that Mr. Brian Voelker rebuilt. It also has a T36 scope and a Von Ahrens tuner, factory stock but pilers and bedded and two receiver screws.
My question is, This rifle likes Eley Match (1070-1073 fps) the best but approximately every 5 -10 rounds it will shoot one high in the 9 ring (no wind).
What could be causing this?

Bedding, barrel, inconsistant ignition, improper barrel maintainance, any/all of these could be a factor, the ignition on these guns is not the best....generally.
