According to EBSF rules, you cannot register directly.
In your case, you have to contact the Swedish Benchrest Shooters Association.
They should set up a qualification system for the official Swedish team.
Furthermore, individual shooters are allowed depending on the range capacity.
Anyway, application has to come trough your local organization.
