I've never shot BR before but I'm interested in trying it out.

I recently purchased 2 used Remington 40-x ( one is a heavy barrel) from CMP neither has any sights,
can they be made into competitive BR guns or has technology surpassed them so much that money would be better spent other places.

What type of modifications and scopes are recommended?

You have a couple choices. You first need to take one and have it bedded in a BR stock and probably put a trigger in it. That will get you started. If your budjet allows the next choice is a match barrel and someone to fit it. If you definately have funds for the project do it all at once IMHO.
 
Start with the basics first.
get a good set of bases and scope mounts.

The Very Best Bases I have found are Warne Steel Bases. (Split)
The last ones I bought had a Warne Part # P902 / 876M.
Get two sets - 1 set for each rifle.
Get a set of BKL 3/8 Dovetail Scope Rings Model 257-A
(Single Screw - Not Double)
Get a Good BR Scope
For the money you will never go wrong with a Sightron 36BRD.

Get a Jewell Trigger
Get a good cleaning rod and Bore Guide.
Now you have the basics to see what your 40X will maybe do!

While you are waiting for your parts clean your 40X’s inside and out!
Scrub the bores to remove any trace of lead, copper or other junk that has collected over the years.
If you do not want to spring for a trigger just yet go to http://team40x.com/ and look in the Worth Reading for Shade Tree Gunsmithing.

Go ahead and shoot them in the factory stocks to try to get a base line on how they shoot.
This might also give you a better Idea of which action would be the one to start concentrating on.
(A lot of factory 40X’s will shoot great if setup & tuned right)

Remember garbage in garbage out so get good quality match ammo along with a Good Front Rest and rear bag.

Send it to Butch Hongisto and have him 'fix it'. If it is not your bag can always sell it. Wont be cheap-1500 or better.
 
a 40X won the ARA nationals this year. that probly covers it right there. it was smithed by Gene Davis i believe. he is one the best if not THE best 40X gunsmith out there.
 
Thanks for all the help, you have given me something to think about.
I plan to start working on them as soon as possible.
