I went to a shoot friday night i had a 241 7x the other shooter had a 241 7x i had x 10 9 the other shooter had 10 10 10 they said he beet me on the third with a10 is this right

Yes. The x count is the first tie breaker and the first miss is the second tie breaker. If you will notice, each target has a number and those are the ones that the first miss are based on.

At our last club match one of my friends and I were tied on the score and tied on the X count and tied on the first miss. I have since been told that you go on to the second miss. It didn't matter much because we were tied for third.
