Clear coat that "sticks"

I just bought a very nice BR gun with a yellow flame orange stock (colors molded in). The prior owner had the stock clear coated with auto clear coat and the stock is shedding the clear coat in spots.

What should I do to prep it for a better clear coat other than "sand " the current coat off, slightly rough up the stock, and possibly acetate or alcohol wipe it to get all the oils off? What clear finish would you use?

It sounds like you are on the right track as to why the clear coat is coming off. The stock probably still had some mold release agent on the stock where the clear coat is coming off. I'd use lacquer thinner to degrease the stock or maybe acetone after you remove the clear coat. But, I'm not a painter. Maybe Kav or another stock painter will see this and give you a better idea of what to do.
 
I use an aerosol product by Top Flite called 'Lustre Coat' made for use on RC controlled airplanes. It's resistant to the nasty fuels they use, is durable and covers evenly. I've used both the Crystal Clear and Matte Clear finish with great results....one stock I did 4 years ago still looks like new. Check your local RC hobby shop out.

Mike is right that the key is in the prep. I use an automotive product called PrepSol to wipe the stock down followed by a tack rag.
