No, the rules are very explicit about a front rest and a rear bag.

Yes, it would seem at the least the bipod legs would need to rest on sandbags, and the wieght of the bipod, of course, be considered with the rifle's weight.

My take on it is they are banned as the World rules I believe are the same as the European rules. Some European shooters were quite upset by this as prior to this set of rules being drafted they had been allowed. Also found to be easier to shoot off/more consistent by some. Not sure I am right but that is what I believe.
