I've found something that is way more responsive than the lightest feather to light and strong winds, cause it's so long and light.... and it's about as cheap as anything could ever be.. Go to a "Dollar" store, to their costume dept. They have a "hula" skirt that is made from very thin strips of plastic 1/4" wide and about 24" long. Groups of 6 or so make a nice flag tail. I bought one last summer for a buck and have given sections of it to lots of folks (and they all say it's the best thing they've ever seen), and still have half of it left. I put it on the tail of my flags and made a stand to hang some on at my bench as well, in this case and some others, it's best to cut the full lengths in half. This stuff shows the changes in wind direction long before the flags start to move. Of course being plastic, it doesn't last forever, but I seem to get a few months or more from an application.
