About the "windshield"...it seem to be attached to the front of the I beam and have a flange screwed to it around the barrel, a couple of inches in front of the block, with some black showing between the flange and the barrel. I would guess that it is some sort of a damper for barrel vibrations.

this is none other than....

.....Chuck "Studman" Miller. Looking "Buff" on the line. The only thing missing in this fashion statement is a anodized color coordinated C-clamp and stop block clamped on the bench...... and maybe a touch of Grecian on the burns.
I love that hat.
