Chandler, that would be considered an entry level position rifle and is not (as Tim said) a benchrest rifle. I don't keep up on the prices of position rifles but that seems to be a reasonable price. Good luck on your journey of accurate rimfire shooting. I started my journey of looking for an accurate rimfire with a Remington 541 THB and then a Cooper 57M. It doesn't matter so much where you start out but where you end up. Your budget and your interest will determine the nature of your journey. If you are interested in rimfire benchrest, look for a good used rifle in the classifieds here, lurk here and learn some but more importantly go to a match, talk to the shooters and start your fun. You will need to spend more than $600 for a good bench gun, but if you are just looking for a .22 that is more accurate than your average .22 to have some fun with and are not concerned about winning, it could be your starting point.
