ATF Just made it more interresting for gunsmiths/hobbyists

They want burn the gunsmith or a machine shop that helps someone build it for them!!

As long as the person who buys the 80% receiver has his own equipment and the know how can build his rifle for personal use only. ATF wants the gunsmith and or machine shop to get a manufacturing licenses for helping out and register the receiver & collect the tax to! Just my take on it! If a gunsmith buys only the actions for resale and builds a complete rifle to sell it that's manufacturing a gun. A gunsmith/dealer has to be real careful!!

I have an employee that brought it to my attention. He has been planning on building some items on my equipment in his own time. It looks like that could be very risky now. I guess I can no longer allow anybody within the business to use any piece of equipment including a drill press to finish a lower. I've got another close friend that is building a lower and planned on using some equipment. That brings up the question, if my equipment is owned by a corporation, am I allowed to use it? I understand what their intent was but I'm concerned with some of the wording and the lack of legal rulings to clarify.

The last few months I received 2 emails and 3 text messages asking me about working on and saling them (more"80% receivers) I don't offer them nor have I ever worked on any so the messages caught me off guard & I never responded to them. I wonder if it has anything to do with this?
 
Furthermore, now if you are interested in being a licensed manufacturer, be it an AR or precision bolt actions on a small scale, you will now be required to register under the International Trafficking in Arms (ITAR) regulations, to the tune of $2,250 a year, just to register…
 
Registering with the State Department (ITAR) has been a requirement for as long as I know with any of the manufacturing licenses, be it arms, ammo, or bullets. But they are just now starting to really enforce this. Also do not forget to pay your Excise Tax. That is a pain in the rear as well.

Lee~ Well I gets a bit complicated. There is a section on the ATF website that shows how to pay excise tax. But if you assemble a rifle from parts for a customer you have to pay excise tax on it. If customer supplies the parts then sometimes they are responsible. In some cases even re barreling requires excise tax. It is a pain, but get caught once by the ATF and you will not forget what you have to pay.

OK, you guys who think the GOP is so wonderful, contact you Congressman and get the BATFE funding cut to zero.

We already know Hussin OBoy is going to make a gun grabbing run in the last two years of his term.

Back years ago Ronnie Raygun did make a partial cut in the BATF fund, try to see if the 114th GOP will do the same.

If not, plan on picking someone else to vote for in 2016.

Jim Webb maybe? He has belonged to both parties and has been shot at and hit leading his troops in Vietnam. He also has 3 tattoos and a union card.

Wildcatter, what's your point about Webb? He was my platoon commander and then company commander in 1969. Never served under an officer that I trusted more than him.
Duty, Honor, Country and the Corps was more than a slogan to him.

I don't know about wildcatter but so far Jim Webb is my most respected public figure. I've already sent him 2 donations to his exploratory web site.
I am also reading his latest book and have read 3 others. Even though I live in Tennessee I sent his campaign donations in his VA US Senate run 7 years ago. I have a residence in VA too so it was a legal donation.

A manufacturer (07) only has to pay excise tax if they build 50 guns or more a year.

If you build 49 guns....you do not owe any excise tax as there is an exemption for that.

Build 50 guns and you own excise tax on ALL of them.
