if there's anybody out there reading this in the lower mainland of british columbia, can you answer my question? I have been told that there is a 1000 yard range at the department of national defence in chilliwack and it can be acessed by civilians. is this true and if so how does one get access? or who would one contact about this?
 
The Chilliwack range (General Volkes Range) is AFAIK, a 600 yard (600 meter?) facility. Best point of contact is probably through the British Columbia Rifle Association ( http://www.bcrifle.org/ )

NOTE: BCRA does not sanction benchrest matches. There are no permanent benches on Volkes Range, and this is highly unlikely to change as long as the military uses the facility.
 
Volkes Range

Volkes Range is only 600m. You need to be a member of the BCRA to use it, and only on schedualed days. Mission has a nice 300 yard range that is open to members almost every day from 9am till dusk.
