6ppc brass resizing

Tony Boyer says throw brass away if it clicks on opening after sizing.Why?? My shoulder is under and brass checks ok to me.
My twice fired new brass goes thru rifle without clicks after full length size. Shoulder is bumped back .002 What is going on??
