40X Bolt Stop Problem

I got my 40X back from a gunsmith that has just ruined it. When it was shipped back to me from the smith originally the trigger was broken off due to his poor packing. I might add it was broken off on the Win M52 barreled action that was in the box with it.

After repairing the trigger and doing a piss poor re blue he sent it back to me. My problem is the bolt will not go back all the way. It appears to hit the bolt stop to soon. The bolt comes out easy enough.

Any one had this problem before?
 
It is a good idea to ship a rifle in a hard case. You must package something like it is going to be dropped and thrown. The standard for UPS is to package the item so that it will survive a 42" drop onto any corner or surface. The people who will be handling your package may be tired and out of sorts and just not give a Rat's tail.
 
I believe the centerfire bolt stop doesn't allow the bolt to travel as far rearward. He may have put the wrong stop in.
