30-06 customizing question

Hey guys! I would like some opinions on a rifle I want to build.I have a Parker Hale midland model in 30-06 and the barrel is a bit pitted so I would like to to do one of two things.I would like to get a Bartlein barrel in heavy varmint contour in 1 in 10 twist fitted onto the same Parker Hale Midland action or get another action fitted with the Bartlein barrel.Ideally I would like to go with the second option but in South Africa the licensing process is so damn terrible that you lose faith in even doin so as you have to reapply for a license for the barrel and the action.Would it be a good idea to fit the new barrel on my existing action which be easier as in I just have to relicense a new barrel? I know the Parker Hale Midland rifle isn't the best gun in the world but I always use it for hunting but I just need some opinions coming from you guys.The Bartlein should set me back around 10 000 South African Rands which is around 1000 U.S Dollars.
 
You might get more answers if you move this to the Factory Forum as this really isn't a benchrest question. I am curious though, why would a Bartlien barrel cost that much? I know that there are importing costs, but here that barrel would be around $300 US more or less.

That's the price of things around here Rick.At the moment I have seen Broughton selling for 800 U.S Dollars.Just to get any custom barrels is a mission in this country.
