I see these occasional flyers in my 30br if I'm jamming the bullet too hard. Usually backing it off stops these flyers, but it may open the group just slighty. It's a worthwhile tradeoff in score shooting.

I called Hodgdon back, and this time was told that it is just the coating used to adjust burn rate. This jug of powder was made October of last year. I'm going to shoot it (with caution) and I'll report back.
