Joel, that ones an easy one. It always is when you know what it is. Nut cracker. Catches the meat in the bottom of the plier part. We use it for cracking pecans here in Texas.

Thanks Mike, It probably was the "craze" back in the days before shelled pecans in plastic bags hit the grocery store shelves. Milk delivered to our porch in glass bottles and the mobile fruit & vegetable truck that would sell stuff in our neighborhood come to mind.
