Can a tuner be to heavy. Suppose you made a fully adjustable tuner
but made it heavier than needed, what happens when you get to the
end of adjustment. Is there always another node

According to George Kelbky Sr a very heavy tuner will just lower the POI.

I use a Harral SST Muzzle Brake with a brass lock nut behind it on one of my 25 BR barrels. It works. Out of tune the groups are 1.5 inch or so. In tune they are just under 1/4 inch. With the heavy tuner it only takes about 20 degrees to tune. There are several nodes.

I have another very light barrel in 25 BR that I made from a Browning 25 O6 barrel. This one is only about 17.5 inches long. It has a Boss Tuner. This one works also.

Both barrels are on Rem 700/40X actions.
