Thinking of building a rifle to possibly try the longrange game. Which group is the most restrictive on rules for a LT gun class rifle? IBS,NBRSA or Pa 1000yd club? Would a HV short range BR rifle with the correct barrel/Caliber fit in the rules.

Right now, they are bout the same. (1) Rifle must be chambered in in .40 caliber or smaller -- I believe everybody has ruled out the .408 CheyTak, but maybe not. (2) Rifle must weigh 17 pounds or less. No barrel taper rules, stock rules, etc.

Yes. Screw a Dasher on and you're good to go. Some of us prefer a larger chambering, but the Dasher has won its share of wood.
