It sounds like you have a chamber that was reamed for the original Remington or Norma brass. Lapua is larger enough at the web to cause problems.

You can actually ream it by hand if you have the reamer and are careful. I have done this to old Remington 6BR chambers that had the same problem.

Have you considered renting a reamer and doing it yourself? If you say yes, I have a deal for you.
