Neck Sizing a Heavy Straight-wall Case to a Bottleneck

How close does the case need to be to obtain a suitable fore-form? If I can get the case to fit the chamber but the shoulder has large difference from the chamber, is there anything that can happen which I should want to avoid?
 
BTW...

Illinois just started a rifle season for whitetail in 2022. This would be the first time the state has allowed rifle for hunting anything larger than coyote. Here's the catch; the rifle cartridge must meet the following criteria:

•The cartridge used shall be a minimum of .30 caliber

•A straight wall cartridge has no maximum case length

•A bottleneck cartridge must have a case length not exceeding 1.4"

PM an email address and I'll send you photos. When I have mine necked down enough to chamber I use a stiff load of Bullseye and a plug instead of a bullet and fireform at that time. You plug can be wax, Playdough, or similar.
