NBRSA rules changed?

I see on the Edgewood website that The NBRSA has changed their rules for 2017 dropping the requirement that rifles must be freely lifted from the front rest. Consequently Edgewood has a new design front bag with supertall ears that can be wrapped around the forearm. Did I miss the discussion regarding this change?
