I believe Charlie Hood has pretty much retired. At least some of his products have been picked up by other people, sometimes with his blessing...
You can search for his name & get a *recent* email address (phone number?) on a BR Central thread or two. He's a really nice guy, & will tell you who, if anyone, has picked up making his flags.
Alternatively, a number of other people are making double-vane flags:
