Change xp100 into rifle

What a revolting development that is!!! That makes criminals out of a lot of past, present, and future shooters. I can't comprehend why BATF&E would adopt such a regulation. It seems to me it would be practically impossible to enforce and I doubt if most agents would try to do so except under extraordinary circumstances.

C'mon Cheech..... this is the ATF you're reefering to! (Or BATFE or BATF or BATFU or whatever, depending how deep in the dung they are)

This is an agency that simply should not exist....that said, my local ATF agent seems a peach of a guy. 'Course he cut his teeth as a cop, Border Patrol etc, feet on the ground........only been with ATF for about 18mo. I sure hope he rubs off on the dept! (This from a guy who clearly remembers being set up for an ATF 'sting' as a child in the 80's.....twice.... I ain't got much good to say about "Who Brings The Chips")

Typically, our everday laws pass scrutiny as enforceable or not. That is not how regulations work, they can be focused
on single issues at any time. Each regulation does not have to stand on its own, they are adopted in a package much the same
as Dog Laws. This is to say, if you don't own a gun, no laws apply, but if you do, a Chicago phone book of laws apply. Its your
choice.
To the guy whose daughter can carry, but not own----- I think that is a local interpretation. Ownership is FEDERAL
and CARRY is by state liscense. Given the right situation, ownership and posession could be seen as one in the same, and seen by
the Feds as a violation.

It used to be legal, PAST should be grandfathered. Some years back there was an ATF letter/ruling (also regarding T/C's) that said that it was OK. I'll try to find that one & post it.
 
Hate the thought of another XP going south. Please sell it and build on a custom action. If you make me anything like a reasonable price, *I'll* buy it. I might have to liquidate a S&W first, but I'll do it.
