CBN insert boring?

Have you tried a hardened HSS tool?

They can be surprisingly tough.
Carbide is at its best with faster speeds and larger cuts.
The larger shavings cary off a lot of heat generated in cutting.

Properly hardened and tempered HSS is actually pretty tough.

ETA:
You can also make a HSS cutter that is within a few hundredths of hole
diameter for maximum strength.
Just make sure you can clear the swarf with a channel the length
of the cutter.

There are a number of sellers

McMaster-Carr has them I just noticed. I was lucky enough to be able to buy a few from a used tool place near where I live summers. They had no idea how to price them so it was my gain, for once. I keep one in a tool holder, ready to go.

I'm not sure that they still do it, but Sandvik used to send out a nice hardbound book on cutting tools and inserts - that went miles toward allowing me to figure out what the heck I was ordering and why some of my blind guesses hadn't panned out so well... (book is good even if you never buy a Sandvik insert.)
