Can someone please read this vernier

What does it read in fractional please, either in 64 ths or 128 ths

Each Mark on the vernier represents 1/8 of each Mark on the major scale, which are .0625. So the vernier represents .0078 inch.

You are past two of the .0625 Marks on the major scale, so count up to the line on the vernier that comes closest to aligning with a mark on the major scale. That would be 6 lines up, or .0468. Add that to tour two major marks, (.125), and you get .1708 inch.
 
I think that a more accurate reading is obtained by staying with fractions until an answer is arrived at, and then converting to a decimal. According to my calculator 11/64 = .171975, but since the vernier only reads in 128ths a little better than two decimal places (hundredths) , our answer should only show the same number of significant digits, giving us .17. Think about it this way, you would not use a ruler marked in sixteenths to come up with a measurement in hundredths or thousandths.
