Bude welsh built me a rail gun i won 200 yd natls had him put insert for sighter cam on base at ibs natls sold it to lawyer in michigan check for insert

A few years ago I bought a rail that I was told was a Hall, however it has "Bud Welch" engraved on the left side of the barrel block. Its a lefty. Shoots good, just needs a better driver behind it at times! Can anyone confirm its built by Bud? I initially assumed that the name was engraved for the first owner...
