I've tried IMR-8208 with 52 SMKs with several loads but it comes nowhwere close to the level of accuracy I get with IMR-4064.

A good 260 Remington would do just fine.
With 200 grainers, start at 60gr of IMR-4064 and work up till you find a sweet spot providing acceptable accuracy in your rifle.:D

If you are going to a custom barrel, it's all in how you cut the chamber. If you are talking about a factory Remington chamber, I seat Berger VLD 130s in my 260 at 2.945" and they will not feed...
A 1x9 will work with a 130gr Berger bullet. 130s will work for mot anything. Never turn down a good gun you know from a reliable source if it is what you want.:D
