That should work ok. The shoulder bump sounds perfect. If you are not getting "the click" at the top of your bolt lift then you are good with what you have.

Back in the day it was usually 27.8 to 28.3 grains for a bench gun using neck sizing dies. When the powder changed color from black to greenish gray it quickly fell out of favor.

As Al Nyhus says, Chronographs are not always that accurate. It is in tune and shooting well. See how wide the tune window is and mark everything down.
