What are regulations for shipping rifles?

I need to ship a rifle I'm selling to an individual. Do I need to ship it to an FFL. Should I get a copy of the FFL's license before shipping? What carrier should I use?

In short Yes. If he lives in another state you will need a copy of his recieving FFL dealers lisence, and you must ship to the adress on the lisence. I have had very good service with the Post Office. Once in a while you may run into an employee whom is not familiar with the rules but most times everything goes fine. If your shipping a handgun then you will have to use UPS or Fed Ex unless you are a FFL holder.

If you are sending a weapon to an FFL holder they are not required to provide you a copy of their FFL to unlicensed individuals. Most FFL's simply do it as a courtesy and to avoid headaches. But you can ask them for their FFL # and check it via the ATF ez check website and send it to the premise address. Having a copy in your hand is not necessary to ship the weapon. When you ship a weapon to the manufacturer (which also is an FFL holder), do you ask them to send a copy of their FFL before you ship? Same concept.

Section 27 CFR 478.94 requires licensees to verify the identity and licensed status prior to transferring a firearm to a person who states they are licensed to receive it. “Verification shall be established by the transferee furnishing to the transferor a certified copy of the transferee’s license and by such other means as the transferor deems necessary…” This section does not apply to transfers between a licensee and an unlicensed person.
