Were the Ross Sherman actions the same design as the SS&D Shilen actions (pre-DGA Shilen actions)?
Large bolt, 4-lug actions, all lugs oriented horizontally when locked.

No. Sherman's were large bolt, two lugs, with the lugs locking up on the horizontal plane.
I always wondered why Mr. Sherman chose to build his actions with the lugs locking up horizontally. I'm sure he had a reason...

Jimmy Meyers told me the reason his actions have this is that the lower cut in the receiver acts as a feed ramp.
I had assumed that he originated it, but my Shilen/SS&D action, & as you said, the Sherman actions had it around the same time or before the Meyers. Sherman, Shilen, & Meyers all were shooting in the northeast back in the 60-70's, so perhaps they talked & shared the idea.
