.....so is it ok to open the bolt and tap the bullet and cartridge back with a cleaning rod?

It appears this cartridge fired with the bolt all the way back, ie an open chamber. A Savage model I'm not familiar with. I doubt that my Stiller or Bat would do that, but I don't plan to find out.
