Leupold 36X scope

I just purchased a used 36X Leupold scope with what it looks like a Tucker conversion, except that it has a screw in the conversion that when tighten by hand it locks the windage adjustment, and also changes the POI.
Is anybody familiar with this conversion ? also can the scope be use with the screw not tight and still perform correctly, or is there a chance of the POI shifting ?

a Tucker conversion. The screw is just one more part to stop point of impact shift after you find your zero. To use the screw correctly, back it of a couple of turns from contact, set you point of impact (zero the scope for the range you are shooting) and then LIGHTLY turn the screw in to ONLY the point of contact.
