It seems like I read somewhere that a custom maker could produce a total of 50 guns a year without paying Federal Excise Tax as a manufacturer. Is this the correct number?

Your math is wrong..

You can make 49 and with the 50th you have to pay Federal Excise the tax 11% on them all. Ammunition manufactures have pay it too.
