Chronograph

I'm using an Oehler 35P and it has opened a whole new can of worms and raised a bunch of new questions. I have an XR100 in .308, with which, I get and standard deviation of 4 and I understand this to be a very consistent load. This would be in fully prepped Winchester brass, Federal match primers, 168 grn AMax's and Varget powder. My question would be, how to I attain this same consistency in the rest of the guns I shoot?

Quite well for a factory stock rifle. I'd have to go to the shop and pull a target, but as I remember in the 4's.
