I know with the new laws that an ffl from another state must pre-qualify before he can ship to California, but what about buying from an individual in another state? Can they ship directly to an ffl dealer in California for the transfer? Thanks for any clarifications on the new laws. Tom

Go talk to your local FFL who will receive the shipment. Do it their way.

The understanding I have from a gun shop here in SoCal is that one FFL to another must go through the hoops first. An individual can ship to an FFL in Ca. without this qualification.

Short answer: yes

But you'll need to find an FFL who will not require you to jump through hoops just because they feel like making it difficult for you and more profitable for them. The DROS transfer fee for the transaction you describe is $25.00. The FFL can then charge a fee for his/her time, which is fair enough. Some of them charge a little, and some charge ridiculous amounts. I suggest you go to calguns.net to find a list of FFL transfer dealers in your area who will be reasonable.

Do NOT let the FFL con you into thinking they must also charge sales tax. That's BS, just as if you were buying something from eBay from out of state, or any retailer who didn't have a California store. Sales tax doesn't apply to those transactions, nor should it apply to your transaction as described.

DROS transfer fee, plus whatever the FFL will charge for their time/trouble.

Your FFL will need to fax or email a copy of their license, and their authorization number (a new requirement) to the out of state person. That person should include a photocopy of their driver's license with the item, which they can then personally ship to your FFL. There is no need for them to use an FFL on their end. Doing so is just a waste of time and money.

What about the case where someone in CA ships their rifle to an out of state FFL for gunsmith services. Can the out of state FFL return the rifle directly to them without the hassle? I assume so since it is already their rifle, but I'd like to be sure as I have that situation right now.

Thanks for the help guys. It looks like the only change is that an out of state ffl needs to be pre-approved before he can send to California. That really doesn't make much sense does it! As before, we can still ship a rifle for repairs and receive it back afterwards. Tom

I bet even ATF is insulted. You guys need to take your state back!! Why should any ffl have to "register" w/ CA??
